Manga tutorial, Draw and color comics panel, Kapow express page 3.
This is the most effective way and the fastest way, for me personally so far. I did most of the panel in my Manga very similar to how I do my concept art work.
Here is how to draw a finish a Manga or comics page step by step process of how I thumbnail, sketch and paint over.

1) First I usually rough out thumbnail pages (*Each thumb of mine is smaller than 3x5 inches and usually done in my sketchbook). It is better to do it in sequence at least 3-4 pages so that the story flow. Since I don't have a solid script at hand (most or some Manga don't)...I just go with the flow for what I have in my head at the moment. *Though I do have the story line in mind, but the detail is more like an improvisation...along with the main story line. ( make sense?)
Also as you can see, most of the panels, I didn't establish any composition...because at this stage, I am only looking for continuety and sequential story.

2) Now since I know the flow of the story with the rough illustrated panels from thumbnails, I can fresh them out easier. I would go into each panel to reestablish composition in the way that they will make more sense and assign space for each dialogue. My priority range from story-telling first, image (readibility, expression and composition), then dialogue. Each artist have different arrangement of important depending on their Manga or comics style.
*My sketch at this stage are still pretty rough, possibly only readable by me, the creator. Most comics pencilling are a lot more tighter than what I do because they don't ink and color themselves.

3) Then I will paint over each panel sketch quickly unless I want to emphasize the cool panel then I will spend more time to make it a bit more cool illustration like.

3.1 Sketch (rough)

3.2 Establish value in the panel using monochromatic scheme first (the easiest way to start off painting is get the value first.) Most of the panel, I try to make it as simple and easy, nothing fancy over the top. :)
*This stage you can either use Gimp or Photoshop*

3.3 Then I will assign color to the value. Once I establish the color choices, I will paint over the line and anything that's needed. Though I do love to leave some of the sketchy lines, it's something personal that I believe it add more life to the style I am looking for and I can get away with it since I just want to do whatever I want and believe in (no editor or art director or bosses) and it's my Manga. ;)

Softwares:
-Gimp (Free Download)
-Adobe Photoshop CS2 (Professional software)
*You can just use pencil, paper, markers on this one...just practice rendering.
